you are implying that all needed components must be in hand by 6/15 to be ready for the 10/17 run. 
so, guessing that the lead time to procure typical (usual, common, and reasonable) components is about 2 weeks, the DA should finish his initial analysis by 5/31. 

DA initial analysis must finish by 5/31. 
procure components 6/1---6/15 
fabricate, install and test 6/16-- 10/15 

could george and you please improve upon the time line, and e-mail the groups.
