[Dsg-ft] Hardware interlock status

Hi,

The following is an update on the hardware interlock system progress:

1. Hodoscope temperature sensor assemblies have been fabricated and tested.

2. EPICS interface has been revised.
   2.1 Testing of interlocks after EPICS revision conducted:
       2.1.1 Confirmed sensor enables are working.
       2.1.2 Checked values of signal monitoring.
       2.1.3 Verified interlock errors latched by system and checked reset function.
       2.1.4 Checked functionality of interlock status indicators for temperature, humidity, HV, LV, and gas flow.
       2.1.5 Checked trip threshold values for temperature, humidity, and gas flow.
       2.1.6 Verified system turn-off of chiller pump.

3. SoftIOC reset added.

4. Read-back of chiller status signals have been added.

5. Verified interlock status in EPICS.

Hardware interlocks are now ready for FT group testing.
