[Dsg-htcc] HTCC gas system monitoring

Hi Nick, 

I have replaced the source distribution with a Start Up application and remotely rebooted. Everything came back fine, including the heartbeat. So I think all is fixed.

Hi Nick, 

I loaded a new source distribution on the cRIO, so if you need to reboot 
you will get flow, I am still working the heartbeat after manual reboot.
