Can't seem to reference multiple logbook entries anymore, here's where the flow was changed: https://logbooks.jlab.org/entry/3847140

The LOLO alarm limit for the HTCC flow was changed from 4 to 1 since this low flow value is no longer unexpected, currently the HTCC is getting 10 lpm from a manual rotameter + 2 from the MFC.
