[dsg-hallb_htcc] HTCC: CO2 flow rate

Youri,

This morning I switched over the HTCC to CO2 and attempted to set the rotameter to 20 lpm. Unfortunately the filters are restricting the flow and we're only able to get ~17 lpm through the rotameter. Given the correction factor of 0.808, this means we're only flowing 13.75 lpm of CO2 into HTCC.
