[Dsg-hallb_magnets] Solenoid- PLC software comparators

Hello Wesley, Renuka
I changed the tag names in the PLC code as we agreed from C1 to COMP1, C2 to COMP2, etc for the ten software comparators, and also I updated the spreadsheet on the M:Drive.

I thought you had a good point. I was just relaying how the convention came about. C1 -> COMP1 is little effort for me and should be no problem on the PLC side.
