[Dsg-hallb_magnets] Updates to DBox,- Torus PLCs

Hi Pablo,

As we discussed yesterday it is OK to move forward with the change.  And as a reminder please be mindful of the in use control loops on the DBX and Torus for maintaining 80K, it is best to go online with both systems and save that as your starting point configuration.  In that way we keep any changes to PID loops from EPICs that may have been made since the last save.

Please wait to implement the valve interlock updates for Solenoid on the DBX routine until after lunch.  That will give us a couple of hours to be sure that Torus cooling is still stable.

We anticipate no problems from the IP change in each system, should be offline for less then 2-3 minutes for each.

I need to download the new routine that I programmed to set the Interlocks valves (required by the Solenoid) into the the DBox PLC. 
In addition to this, is needed change the configurations for the IP Address for the DBox and Torus PLCs to be able to set the communication with the Solenoid PLC.
