[Dsg-hallb_magnets] Solenoid PLC documentation

Hi Pablo, 

I believe the two items you have referred to are historical leftovers - we should be able to ignore them as far as PLC documentation is concerned. 

We will however have to provide some textual description within our procedures to cover these two items - this will come later and we will work with you to do this.

See table attached with current status. 
The description for these routines are on the program headers. 
What are you referring with the Alarm Description and Recovery procedures? there is no a specific routines for this two point that you've mentioned.
