Yeah, that HW max is really a mislabeled tag name.
What it's really used for is the calculations to convert between PPM and A, so as Nick said it will never be changed.
Unfortunately the actual HW limit used in the PLC (which isn't the same as the "real" HW limit on the MPS) isn't a tag so EPICS can't display it.
