[Dsg-hallb_magnets] Update PLC tag for LV signals

Hello Christiana, 
I updated the Solenoid Master Instrumentation spreadsheet with new PLC TAG names at the LV chassis Layout sheet. This is the path in the M drive: M:\hallb_eng\CLAS12\Magnets\Solenoid\Controls and Wiring Master Instrumentation_Lists_v13_October 26th 2016.xlsx.
