[Dsg-hallb_magnets] Torus VT8-DAQ scaling

Hello Nick, 

In February, we changed Torus's VT8-DAQ from 10x to 25x as a stand in for the Solenoid for hardware FastDAQ filter development. 

Is the work needing the higher scale factor complete? If so, we could revert back to a 10x scale factor.
