[Dsg-hallb_magnets] Solenoid - Sequence of pre-power up I and C checks

Regarding the Cryocons we actually reversed the logic instead of disabling them. Normally the relay is on when it below the value, but we are currently doing the opposite (on when above).

However, for Cryocon #3, while it is in the control loop there doesn't seem to be a temperature value associated with it (i.e. the 8.5 & 10K Pablo mentioned), so either we need to decide on a temperature or it needs to be removed from the wiring since it is currently in series with Cryocon #2.

The SOE channels are the following:

Lead Temps = Cryocon 1: TR8622A + TR8622B
Cryocon 1 = Cryocon 2: TR8624A + Cryocon 3: TP8622A
Cryocon 2 = Cryocon 2: TR8624B + Cryocon 3: TP8622B
