[Dsg-hallb_magnets] Cerenox start-up algorithm added to Torus LV cRIO

Hello, 

As discussed, a subVI to automatically run a start-up algorithm for a Cerenox sensor if it reads 325K has been added to the Torus LV cRIO LabVIEW. The global variable "ms between cmds" has also been increased to 10ms from 5ms.
