[Dsg-hallb_magnets] Torus Fast DAQ scaling of VT8_DAQ

Hi Nick, 

The scaling of VT8-DAQ has been changed from 10x to 25x. I will deploy the program with the modified scale factor within the next few minutes.

We would like to change the scaling for Torus VT8_DAQ from 10x to 25x. This will give us a better estimate at what to expect once the Solenoid arrives. 

This will only be temporary.
