Hi Brian

The watchdog is taken directly from the NBX module, as such the PLC has no control over the increments or reset limit. 

During Torus commissioning the cryocon error fill was removed from the logic as we did not want to dump the magnet for a comm error.  This logic was replicated in the Solenoid.  The problem appearsto be that the same bit EPICs uses to notify a comm error was also commented out.  

I went ahead and added back the failure bit. Good catch, I will also do the same for Torus/DBX.
