[Dsg-hallb_magnets] [New Logentry] Added fixed voltage calculation for Cerenoxes in Solenoid LV Chassis

Code was added to the Solenoid LV cRIO to target a fixed voltage for Cerenox excitations in Solenoid LV Chassis. The new code added is the same as the changes made to the Torus LV cRIO program (HBTORUS log entry 3470593, referenced above) with the exception that the target voltage is set to 5 mV for the Solenoid program.

The program was manually deployed from the project, as start-up app functionality is disabled for the Solenoid LV cRIO. Because of this, the cRIO will not boot running any program and the program must be manually deployed from the project.
