[Dsg-hallb_magnets] Fast dump on Torus

Hello Ruben, 

looking to the Torus PLC SOE program, we can see that we have the trips on SOE channels: 1, 6, 12, 13 and 14 , which correspond to the HeLiquid level 8120SC, PLC Fast Dump, and QD 1,2, and 3 respectively. 
The PLC code shows the time-stamps on a different format that needs to be converted into regular time format. Attached find the screenshot with the trips on the SOE channels.
