[Dsg-hallb_magnets] [New Logentry] Torus Controlled Ramp

The Torus went into a controlled ramp due to losing communications with the fast daq cRIO.

The issue this time was different than the earlier ones in that the cRIO itself still responded to pings so it wasn't completely dead. However, it wouldn't respond to NI MAX or attempts to deploy new code via LabVIEW.

The console output log indicates that the system rebooted into safe mode, stopping logging so we could use an interactive session the cRIO was rebooted and came back just fine. We also deployed a startup application that has debugging enabled.

The controlled ramp was stopped and the Torus is now ramping back to full negative field.
