[Dsg-hallb_magnets] Solenoid meeting minutes

There were 2 meetings, it was originally planned as one but Sarin couldn't attend the one in the morning.

Also, the second was a bit of a recap to go over what we found testing after the first meeting.

Don't get me started on timestamps, the way the PLC does it is crazy. Hard coding offsets that aren't fixed which require a firmware update to change ...
