[Dsg-hallb_magnets] [New Logentry] Magnet cRIO Upgrades

The four magnet cRIOs have been upgraded to LabVIEW 2017. Code was recompiled as needed, but no changes were made.

Additionally both the sol-fast and tor-lv cRIOs had firmware updates applied.

Lastly core dump functionality was enabled on both of the fastDAQ cRIOs.

All cRIOs were verified to be operational and any alarms generated were cleared.
