[Dsg-hallb_magnets] [New Logentry] Follow-up Re: Solenoid fast discharge diagnostic improvement

We performed (5) 100A dump tests this morning to validate the new diagnostics.  Initial results are promising, these tools will help to isolate the nature of our intermittent fast dumps.

Additionally Nathan has created the PVs for the new SOE channels, and also requested the change of archiving format so precision loss is no longer an issue.  Also big thanks for updating tordaqgui !

New operations order with these diagnostic in place: 

After turning on the MPS press the 'reset PLC Interlocks' button, then check above PV for main contact to ensure they are 0.  This is essential for us getting the proper timestamp when an internal failure occurs.    We are discussing automated way of doing this or adding indicators on the MPS GUI.  (really depends on how long we need to keep this channel or if it becomes permanent)
