Yes - that's what I believe it is. 

I shall be monitoring it for the next two hours (it has dropped 43K in 12 hours) and will go in to replace the fuse if necessary

Certainly looks like the heater isn't working properly, the PLC is telling the heater to turn on but the temperature is still falling. Hopefully just a fuse?
