[Dsg-hallb_magnets] [New Logentry] Solenoid/Tours PLC Updates

Both magnets were ramped down in order to apply changes to the PLC code that handle when the MPS Comms are reset; not to do the changes but to test at low current. The change was to remove code that set the current to zero when initializing the comms after a reset.

- Changes made to torus PLC first, tested successfully at 50 and 100 A (tested via both with the CSS button and manually on the PLC ladder logic). Test was successful, went offline and started solenoid changes
- Lost comms with torus PLC at this time (separate logbook entry to follow).
- Changes made to solenoid PLC, again tested successfully at 50 and 100 A. Left magnet at 100 A
