I've re-enabled this alarm.

There are still ones disabled for the torus, but they were already disabled prior to any pre-power-up checkout work starting.

So it will be up to Hall B (or whoever disabled them) to re-enable them.

During magnet checkout I've disabled B_TORUS:MPS:IntlkFastDumpSum in the alarm handler since it is constantly sending alarms since for the checkout trips need to be generated and then cleared so it thinks it's going bad each time.

Let me know when either testing is done for the day or the torus is past the part where it does fast dumps and I'll re-enable the alarm.

Similarly let me know when work on the solenoid will start so that one can be disabled too.
