[Dsg-hallb_magnets] Solenoid Instrumentation

ZS86108US_BL_B  - we have seen in the past a few times, it's interlock is disabled.  Funny enough it just started acting up again this week, any detector work near bore?  Please see if you can eyeball the nitrogen purge and give the cable a shake.

For reference here's just the failures along with what is expected.

TD8522TR 0.00 K : 5 - 8
PT8565 2.31 atma : 1 - 1.3
PT8563 2.32 atma : 1 - 1.3
PT8561 1.53 atma : 1 - 1.4
TR8610 4.97 K : 5 - 6.5
PT8675A 1.10 atma : 1.1 - 1.4
ZS86108US_BL_B 2248.00 lb : 0 - 1000

PT8675A probably got rounded to 1.10 which is why it's showing up as a failure.
