[Dsg-hallb_magnets] magnets instrument checkouts scripts

I found (and ran) the scripts which check the PVs and post them to the logbook via the elog library.

/home/clasrun/users/beng/p003.py
and
/home/clasrun/users/beng/p025.py

There are quite a few "failures", so I'm CC'ing this to the magnet mailing list so someone else can go over them. I know in the past we had meant to go over some of them with Dave, but not sure that actually ended up happening. So if these sensor values are really fails or not isn't clear.
