In my opinion the OSP may be drafted at any time but the system shall not be deemed safe to operate until the system has been turned over to the system owner. The owner needs to be identified clearly and this person must have the required training SAF 103C which is being offered soon and is classroom based. Note that JLAB design authorities do not "approve" systems. As far as I know, nothing has been approved and this process is on
