<p>This situation may be a little bit different. INFN is supplying
this piece of equipment. It is not being procured from/by
Jefferson Lab. It is their design, which they have contracted out
to the local vendor for fabrication to use on their detector.</p>
<p>Bob Miller has looked at the design and advised them to use the
Jlab procurement approved fabricators list. In this way they would
be using a fabricator which is use to following the appropriate
requirements.</p>
<p>Bob also let them know that the device would have to be load
tested, and to the best of my knowledge Doug Tilles/Bob Miller are
going to handle that aspect.</p>
<p>Doug informed me that you would need to be involved on inspecting
the welds, so you should be contacted about the visit to the
vendor, which would need to be before the device is painted.</p>
<p>Not sure if this clears any thing up, please advise. I will
attach the fab drawing.</p>

<div>As you are aware the DOE has placed 10CFR 851 in place at
Jefferson Lab and we have strict QA/QC requirements for any
code welded/fabricated structure, vacuum vessel or pressure
vessels/piping that we purchase from an outside vendor or
build in house. This federal regulation has required the lab
to have programs and policies in place from our maximo
procurement system to our shipping and receiving system to
capture these fabrication at the time the procurement begins.
This appears to not have followed these steps and now we will
have to do all this quickly so we can verify code requirement
have been meet by the vendor during our visit. <br

<div>Items we would look at the vendor would be all welding
documents (welding procedures, procedure testing, welder
certifications, load test, pressure/leak testing and a
certified weld inspection done by the vendor with a certified
inspector. We would review these items and spot check welding
while in their shop. We do not offer welding inspections to
our outside vendors only a review of welding and documents by
our QA/CI welding inspector which is me.<br data-mce-bogus="1">
