[Dsg-rtpc] [New Logentry] Follow-up Re: No Flow on RTPC

The LabVIEW code has been modified to save (when the value changes) and restore (on startup) the gas selection and flow setpoint to a file on the SD card installed in the cRIO.

This should at least be a temporary fix if anything restarts to minimize the time there is no flow.

If this has any effect on the restarts I couldn't say. There's still some other code changes that could be made, as well as updating the system software on the cRIO, but I went with the easiest/quickest way to get the system back up and running.
