George, If you put an Okeefe G-5-SS (.005" dia) orifice in front of the
regulator, a McMaster Carr 48435K72 ( 1/4 npt) or 48435K71 (1/8 npt)
relief valve with a 25 psig +/- 4% set point  and a Matheson SEQ3120A580
dual stage 0-15 psig regulator, I think you will have a system that
should be rock solid at the set pressure and will not leak through the
relief (silicone seals on relief).

That being said, the test pressure can be 30 psig (relief on the test
supply 40-50). The only portion that needs to be pressurized is shown in
the attached image.
