[dsg-hallb_rtpc] RTPC crates

I can safely turn off FEUs voltages and FEU fans used for the RTPC and FMT.
There is another fan used to suction out the Helium leaked out of RTPC. As long as the RTPC is outside the solenoid, I think there is no issue to turn off that fan. But when the RTPC is inside the solenoid, either Bob or Sebastian could answer what can we do.
