[dsg-hallb_rtpc] [EXTERNAL] Leak tests on the floor of Hall B

Hello Brian,
   Yes, all what we need is the MFC and the local readouts. We cannot keep
moving it forth and back to SFL1 after every sealing iteration. The process
may take three iterations. It is not needed for today, but mostly tomorrow.
