[dsg-svt] SVT work request

Nitrogen purging has zero flowmeter reading. Bottle is full.

SB3 humidity connection is not reliable and goes bad when connector is 
touched.

I connected R1 but before cables will be secured to the tube I will test it.

Please fix these issues and let me know.

Please let me know when hardware interlock manual will be available. It 
is past due.
