[dsg-svt] SVT Region 4 integration next week

We completed module repairs in SVT. Leakage currents are within 150-300 
nA with coolant @6C.

Modules with kludged HV lines are placed in R4.

Calibration results:

Average ENC for full length strips ~1600 e (S.N.R ~15).

Inner barrel, 99.96% channels good.

Outer barrel, 99.8% channels good.

SVT total, 99.9% channels good.

Total 34 bad channels, including 8 noisy channels.

Inner barrel cabling is done.

In order to ensure safe operation of the tracker I would like the 
following modifications to be made:

- Add 2 ambient sensor boards and Nitrogen purging lines in L1C area of 
the inner and outer barrels.

- Add extra thermal shielding within the available space in the cable 
area of both barrels to act as a thermal screen against the ambient 
environment.

When inner barrel modifications are done we will proceed with R4 
integration (mount on the support tube).
