[dsg-svt] SVT work request

Thank you Peter,

As you know, I raised the question about documentation for the hardware 
interlock several times. Here is, for example, my email dated May 4, 
2015. Similar situation is with MEDM GUIs but these will be re-done in 
CSS while hardware GUI will stay in LabView.
