[dsg-svt] SVT Move to Hall B

Hi Bob,

We finished loading the electronics into the cart today. Mindy and Sahin started wiring the networking (and they'll keep working on it while it is in the EEL), but that doesn't need to be complete prior to the move.

So the cart is ready to be moved whenever the schedule permits.

The chiller and its associated panel are still in EEL/124 since we weren't sure what the proper procedure is to move it.

Let us know if you need any extra manpower when it comes time to move the stuff out of the EEL.
