[dsg-svt] SVT patch panel re-work

In preparation for the engineering run SVT patch panel needs to be 
modified from 4 region to 3 region design. In order to be compatible 
with scheduled service cart modifications the height of the panel should 
not exceed the allocated slot in the service cart (about the VME crate 
size). The patch panel modifications need to be implemented with minimal 
impact on the ongoing CVT commissioning activities. Please let me know 
the schedule for this work and planned SVT downtime. Thank you
