[dsg-svt] HFCB layer thickness and HV clearance

Hi Yuri,
I have attached the layer stack up. The HV travels from the L1C to the
hybrids on the VDDA/HV layer (copper layer 8 on stackup), copper layer 9
is a ground/return layer. These layers are two layers of a DuPont AP8525
core. This layer contains analog LV copper pours and HV traces.
The HV+ and analog LV are separated from each other by with HV- (which
is tied to all returns). The HV+ clearance is 18mils.
