[dsg-svt] Location of SVT sensitive components on the service cart

Hello Brian,
The reason is detector safety. We need to do our best to protect the
sensitive components. We had questions and recommendation on this during
the ERR. As past operational experience shows, correctly estimate all
possible beam (and beam loss) induced failures in advance is not always
possible. Distance and shielding are common practices. The crates must
be on the cart for technical reasons. Moving the switches to the racks
should not be a big deal. It would be important to review which
components could be moved (and the related cost). Operational cost (the
cost of detector down time and repairs of the failed components) could
easily exceed the cost of measures aimed at detector protection. I'll
forward you my today's presentation at the TCB meeting related to your
question.
