[dsg-svt] Changing nitrogen bottles

Hello Brian,

Purging the detector is critical for the detector safe operation and 
having multiple trips of the whole SVT due to high humidity should be 
avoided. What I mean by "timely" is to periodically check the pressure 
and replace the bottle not when it is completely empty and SVT trips but 
such that SVT is always purged. Especially before the weekend, please 
make sure the bottle lasts till Monday.  The cost of gas bottle is low 
and is over-weighted by the detector safety matters and downtime impact 
on commissioning. Thank you for understanding.
