[dsg-svt] SVT coolant flow meter failure at 100% solenoid field

During today's magnet test, when solenoid field approached 100% (at 7:43 
pm), the coolant outlet flow meter failed, causing interlock action on 
ramping down the SVT power. I stopped the run, restored power bypassing 
the bad flow meter, and started a new run at 8 pm while monitoring 
cooling performance. When magnet has been ramped down to 0%, normal flow 
meter reading resumed.

In order to ensure uninterrupted operation of the SVT during the 
engineering run I would like to ask DSG to provide support in resolving 
the issue with flow meter failure. Thank you
