[dsg-svt] [New Logentry] Slow Controls Patch Panel

The slow controls patch panel has been replaced with the new one that Mindy assembled. This was done in preparation of the reduced height insertion cart.

The previous panel held terminal blocks for R1-4 whereas the new one only has blocks for R1-3. The rack mount rails on the side will either need to be lowered or cut, but that can wait for when the SVT is moved to the insertion cart.

Also fixed (simply removed cable and reinstalled) during this swap was R3M11B temperature, previously this was reading high, now it is more inline with the other modules.

The HFCB temperatures were checked individually, the HTSB were done as a group (bad with no power, good when power was applied).
