[dsg-svt] power supply from R4 SVT MPOD for DSG test station

Hello Tyler,

I made arrangements with Chris that his group would take care of dealing 
with this repair. I will remind him.

R4 MPOD crates and modules belong to the "spare" category rather than 
"unused". They should be available immediately when there is need for 
them, whether to replace the failed crate in the hall or for the SVT 
testing.

We are planning the activity of re-testing and kludging the R4 modules 
as they became "spare" for the SVT. Latifa approved this work and I am 
waiting for her to make an official work request. I do understand your 
need for a MPOD PS but cannot approve your request until the schedule 
for R4 testing is finalized since it could cause a conflict of resources.
