[dsg-svt] Additions to SVT Hardware Interlock SoftIOC

Hi Nathan, 

We're adding signals to the SVT Hardware Interlock System to support coolant pressure monitoring and interlocks. 
Please add the 10 new PV's highlighted in yellow on the attached Excel file to the SVT softIOC. 

I'll send you the updated .OPI CSS screen file when completed.
