[dsg-svt] Additions to SVT Hardware Interlock SoftIOC

The latest EPICS SVT .OPI CSS screen file (version 9) is attached to this email. 
I'll be able to test the EPICS interface when this file is updated on the server. 
The softIOC updates are working correctly.
