[dsg-svt] SVT HFCB temp R3S1T/B

The R3 HFCB temp problems are at the HFCB end of the cable. I got it working last time when the MVT was removed by moving around the cable at that end. It was reading normally until the MVT was reinstalled.

We can either re-terminate the cable or replace it when the SVT is removed for repairs next summer.
