[dsg-svt] SVT coolant flow and temperature sensor failures

Here are the failing SVT sensor readings:

- HFCB temperature, R3S11B, reads 55C.

- coolant outlet flow (reads > 1 lpm when chiller is stopped). Power 
cycling doesn't fix it.
