[dsg-svt] Nitrogen line monitoring/control

Yesterday a nitrogen cooling setup has been installed. In order to 
optimize performance of the cooling the following modifications are 
required. An MFC need to be installed on the line prior to the heat 
exchanger. Nitrogen temperature monitoring need to be installed after 
the heat exchanger prior to the split of the lines. These modifications 
need to be propagated to the CSS interface. Thank you
