[dsg-svt] SVT coolant flow meter reading failure

Brian,

I update the log entry. It seems to be the chiller issue (pressure 
dropped, leakage currents increased). Outlet flow meter reading is 
misleading, as before. Could you please check with ANOVA. Thank you
