[dsg-svt] New Slow Controls Signals

The 3 new HTSBs for the MVT have been connected to the patch panel.

This is mostly for Nathan (let me know if there's any questions).

They are on the following connectors 12, 21, and 22.

Connector 12 is the second half of the V450 in slot 7
Connector 21 is the first half of slot 12
Connector 22 is the second half of slot 12

Connector 12 doesn't seem to be there at all (ADCs channels at least, RTDs are there)
Connectors 21 and 22 just need to have the RTDs re-added (showing up and disconnected now)
